- Electricity: Two contracts, access to the distribuidora network and delivery to the commercializadora. [4].
- Water: In Barcelona, it's supplied by the only operator, the Comissaó de Preus de Catalunya, and the contract is to be awarded to you on Catalan. [3][5].
- Internet and mobile: The contract with the consumer cannot last more than 24 months, the operator is required to provide a brief summary of the contract before signing, the number is moved in one working day [6][7].
- For registration at home Ajuntament accepts bills for light, water and gas in the name of the tenant. [9].
What it takes to connect the lights and the Internet in Barcelona
Start with the dwelling, not the company. Before any connection, there should be a cédula de habitat, an administrative document that confirms that the dwelling is fit for housing. [1][2]If you rent an apartment, ask the lessor for a copy before signing the contract; in Catalonia, the lessor must have one to offer a rental dwelling. [1].
Ajuntament de Barcelona refers to the documents required for the application: NIE or passport, bank requisitions for write-off, number and date of the lease, last bill for utilities and cédula de habitatid [3]If the lessor or intermediary has been involved in the process of contract processing, he often takes care of the matter. If the service is already connected, it is sufficient to change the account holder or the requisitioner; if not, it takes time and there may be additional payments. [3].
| Service | Who supplies | What It Is That Needed to Know |
|---|---|---|
| Electricity | The market is open: the network runs the distribuidora, the supply leads the commercializadora to your choice. | CUPS code, power, price, termination terms [3][4] |
| Gas | Market open; most houses have urban gas | in the old centre, using cylinders [3] |
| Water | Barcelona is the only operator | Catalan contract, the rate is approved by Comissaó de Preus [3][5] |
| Internet, telephone, TV | Many operators, fiber optics almost all over town | contract period, permanence, return of equipment [3][6][7] |
Companies and tariffs are not deliberately named in this article: they change, and the choice depends on your address and consumption. You can compare the proposals on electricity and gas on the official CNM website. [4].
Electricity: how to connect
In Spain, two participants have electricity. Distribuidora owns a network and a connection point, a commercializadora sells you energy. The connection includes two steps: a network access contract and a delivery contract. You are entitled to conclude a access contract with a distribuidora directly or through a selected commercializadora that will do so on your behalf. [4].
The connection point is defined by the CUPS code. It is indicated in the old account and on the distribuidora website. Which of the three cases you have depends on the apartment: you re-form the existing contract, you make a new point, or you connect a new one. According to the CNMC: if you contract instead of the previous tenant and do not change the capacity, pay for access, extension and action on the counter, If the power is reduced, it is only paid for the counter action; if the increase is made, all three articles are paid. [4]These payments are regulated by the State and are the same throughout the country, and the distribuidora is entitled to take a deposit or deposit [4]The application requires CUPS, capacity, address, contract owner data and payment requisitions, and in some cases Certificado de Instalación or Boletín eléctrico [4].
CNMC: managed (PVPC), price fixed for 12 months or free market [4]The manual is dated January 2022, so the specific dates and payments are on the CNMC page. Read the terms of termination before signing: offers have early termination fines. [4].
Gas and water
Most houses in Barcelona are connected to urban hot water and heating gas; in part of the old centre, cylinders are used [3]Gas, like light, is sold on the free market, and the same documents on housing and owner will be required for the discharge.
Water: Water in Catalonia is operated by municipalities, and in Barcelona the service is provided by a single operator [3][5]You will be asked for a document of identity, full address, lease or purchase and cédula de habitatidad. [5]The company will install a counter (purchased or leased) and connect you to the network. [5]. The prices are approved by Comissaó de Preus de Catalunya, published in DOGC [5]The accession treaty (control de adhesion) should be available to you in Catalan [5]The frequency of the accounts in the sources varies (on the Ajuntament page, on the Generalitat page, on the two-month page), specify from the operator.
Internet, telephone and mobile
The market is open, there are many operators, and there's fiber optics all over town. [3]The Ajuntation line is estimated to be up to five days, sometimes longer, while formalities are being processed [3]Consumer rights are broader than most home contracts and should be known.
- Before signing, the operator must provide a brief summary of the contract: price, time, terms of termination, speed of the Internet (article 67.2 of Ley 11/2022) [6].
- The consumer may not contract for more than 24 months (art. 67.7). After automatic extension, you may terminate it at any time with a warning not exceeding one month. [6].
- The operator may change the terms only for the reasons expressly stated in the contract and must warn you within a month. If you disagree, termination of the contract may be possible without a fine (art. 67.8) [6][7].
- If the contract is made by telephone, online or at home, you have 14 days to refuse. [7].
- The number is a one-day shift; when the mobile number is moved, the old contract is not to be terminated, the new operator applies [7].
- The prepaid SIM cards are issued by identity document: this is a requirement of law [3].
- If you are not satisfied with the complaint, contact the operator ’s client service first and request the contact number. If you do not respond in 30 days, the complaint is referred to the consumer service in your municipality and if you have a television question, you can contact the OFCINA de Atención al Uswareio de Telecomunicacions. [7].
Equipment: Fines for non-refundable router are available. Consumer Protection Agency recommends that you check how the contract describes the return of equipment and complain if there is no information [7].
Who pays for what if you rent a dwelling?
Under article 20 of the LAU, services that measure individual metering (water, light, gas) are paid by the lessee in any case. The total cost of the house can be transferred to the lessee only if written and the annual amount is stated at the date of the contract. [8].
This is not bureaucracy: electricity, water or gas bills paid for by the tenant over the past three months are suitable for registration in the Padron. Mobile and Internet agreements do not accept the Auntation for this purpose. [9]Details of registration: Empadronamiento in BarcelonaOn your way in, take a picture of the meter readings and save the pictures. What to see in the lease agreement.
Timeline: What to Expect
There is no official turnkey time for the entire Catalonia service package. On the page Ajuntament, it is noted that the connection may take about a week with extra payments if the delivery was not previously connected and the telephone line up to five days [3]The CNM management of the power supplier used to take up to three weeks; the relevant dates are on CNM [4]Plan with a reserve: apply immediately after signing the contract, not on the day of the move.
Typical Errors
- Do not ask the lessor cédula de habeaslide before signing the contract and then cannot connect the services [1][2].
- Leave the contract to the old tenant or the landlord, and then the accounts cannot be used for the Padrón [9].
- Accept "action" without time, early termination fine and conditions for return of equipment [6][7].
- Agree to a call or visit by a "man" and sign a contract on the doorstep without knowing that there are 14 days to refuse [7].
- They don't take the readings on the entrance.
- They sign a 24-month contract without specifying the price after the sanctions period.
